Donald L. Rumer-Rivera- born and raised in Baltimore, Maryland where he graduated from RETS Electronics and Engineering School achieving the level of Certified Electronics Engineer. Donald quickly joined the National Security Agency (NSA) at Fort George G. Meade, Maryland where he built, serviced, and maintained mainframe and desktop computers for the purposes of improving the function of NSA's electronics eavesdropping techniques. After a number of years, Donald left the government to join Cray Research to work with the Cray-1 and Cray-2 super computers. Eventually, Donald joined Eaton corporation where he assisted in the design and maintenance of a large scale computer facilitated wargamming center in Europe. The center was the heart of planning for major theater wide conflicts; most notably the Gulf War.

Donald desired a change of scenery and professions and returned to the United States to pursue a new professional direction. He attended Texas A & M University in College Station, Texas and achieved a Bachelors of Science in Political Science. Upon graduation from Texas A & M, Donald relocated to Houston, Texas and attended South Texas College of Law. He was a very active student taking part in a number of organizations. Donald was the first student elected to the Board of Directors for the Houston Bar Association for Human Rights. He was reelected to a second successful term where he pressed for various reforms to reach out to students and student organizations.

Donald initially worked for a family law firm where he gained a wide range of knowledge and experience in the area of family law. Eventually he decided to change directions and was extended an opportunity to join an estate planning and business organizations law firm. Donald has worked solely in the area of business creation/operation and bankruptcy from that point forward. With guidance and direction from his friends and mentor, he decided to enter the world of law practice ownership and started his firm, Rumer & Associates, PLLC. This firm has a diverse group of attorneys each focusing on different areas of the law. Rumer & Associates attorneys practice in adoptions, bankruptcy, business creation and operation, child custody, divorce, estate planning, foreclosures, IRS tax defense, probate, trusts, and wills. Additionally, Donald continues to be active in the legal community and presents seminars and class sessions on various topics to include will preparation, the fundamentals of estate planning, family business conversions, business entity choices, basic advice to business start-ups and bankruptcy.
